qualities are of the utmost importance. I recommend therefore

that the establishment of Senior Revenue Officers should be

increased from one to three with a corresponding reduction of

two in the Revenue Officer Grade. It is not intended that

specific duties should be attached to these posts and acting

pay would not ordinarily be drawn while the normal holder was

on leave. They would, moreover, be definitely regarded as

prize posts and might not be filled if the Superintendent of

Imports and Exports did not feel that any serving officer in

the lower grade was suitable for promotion. It is, however,

I think, desirable that he should have discretion to offer promotions to men who are suitable. ??

4. If you approve, the new grade might come into operation

as from the 1st January, 1939, although no provision has at

present been made for it in the draft estimates for that year.
